Wood material  must be treated to avoid that any entomological residues enter the country of destination. This is made compulsory by ISPM 15, an international regulation. Treatment is normally being done by Methyl Bromide and "wood material" really means ANY wood material including all packaging like pallets, boxes, crates, cases etc. 
ISPM – 15 regulates international shipments containing wood packing materials.
Pallets, crates and Boxes and other wood packing materials made of unprocessed wood have been recognized as a pathway for the introduction
  and spread of pests.
With ISPM-15 requirements in effect, shipments can be refused at port if packaging has not undergone a treatment programme.
